Housing First
In one sentence
A model giving people with long histories of homelessness a settled home first, with intensive, open-ended support.
Support is not conditional on treatment or engagement in a set way, and caseloads are small. Rent is usually paid under ordinary rules because the homes are general needs tenancies.
